Helenââ¬â¢s dilemma Essay
Ans.1: Helen Bowerââ¬â¢s new plan isnââ¬â¢t deemed to be much successful. Helen doesnââ¬â¢t consider her employees anything more than just workers. Due to this approach of hers, she hasnââ¬â¢t been able to negotiate with her employees in the right manner to get efficient performance. Even the consultant appointed by her is concerned about her approach and advises her to employ the same methods of dealing with employees, as her father did in the past. Even then, she fails to understand and accept this and decides a new plan i.e. that every worker who fails to improve his productivity by 10% will have to face an equal pay cut. This plan of Helen isnââ¬â¢t going to help solve the situation anyhow and would only lead to resentment amongst the employees. These employees wonââ¬â¢t be at all happy with this decision as theyââ¬â¢re expected to do more strenuous hard work even though nothing is being done for their welfare and improvement in working condition; rather all their benefits are being actually curtailed. As a result, the overall productivity would suffer and Bowers Co. would be unable to compete with Japanese firms. Ans.2: The biggest challenge that Helen faces is to retain the support of her employees. Helenââ¬â¢s approach of considering her employees as just ââ¬ËHired Helpââ¬â¢ isnââ¬â¢t paying her well as all the policies she creates go against the welfare of her employees and thus, the productivity of the organization is getting compromised. If the employees arenââ¬â¢t looked after, they would feel alienated which would ultimately lead to lower levels of productivity and thus, Helen would find it difficult to cope up from the external competition from Japanese firms and thus, the business wonââ¬â¢t be able to sustain for long. Ans.3: If I were Helenââ¬â¢s consultant,I would make her realize the gravity of the situation which is more alarming than what she might be expecting. 1949 and the early 1960s in Communist China: Women; Landlords and Businessmen; Peasants Essay
How far did life improve for the following groups between 1949 and the early 1960s in Communist China: Women; Landlords and Businessmen; Peasants. The years of 1949-1960 in China were indeed ââ¬ËYears of Great Changeââ¬â¢. Who could have predicted a civil war, a Communist takeover, a complete turnaround in the land ownership system (and the economy in general) and the launch (and failure) of a near-Industrial Revolution? Mao and co heralded a headfirst launch into the twentieth century for Chinaââ¬â¢s governmental system, thatââ¬â¢s for sure. But amid all the ââ¬Å"reformsâ⬠, how much did life actually improve for the Chinese population? This essay aims to examine what reforms were made, and how they affected the peasants, women, landlords and businessmen of China. Before Chinaââ¬â¢s Communist ââ¬Å"liberationâ⬠, it had been ruled by Chiang Kaishek and the Guomindang. Their Nationalist regime had favoured the businessmen and landlords of China. Chiang Kaishek ruled as a dictator and had his army of ââ¬Å"blueshirtsâ⬠to enforce order, just like Hitler and Mussolini. By the late 1940s, however, his rule was starting to become unstable, with massive inflation causing poverty for many people in the cities. He realised that his regime was doomed, and retreated to the island of Taiwan, leaving the Communists to rule China. Nearly everyone, even the landlords and businessmen, would have been happy about any kind of takeover at the time, as everyoneââ¬â¢s future looked bleak under the collapsing Guomindang government. The Communists came as a breath of fresh air. But were they? The Communists were not exactly verbose in their Common Programme when they said ââ¬Å"Women shall enjoy equal rights with menâ⬠. Likewise, Mao wasnââ¬â¢t when he said ââ¬Å"Women hold up half the skyâ⬠. Yet that was the Communist attitude towards women: equal to men, no more, no less, and it was a refreshing one at the time. The traditional attitude to women was that they were strictly possessions of their husbands. Consider that women had been oppressed virtually since the start of Chinese society: it was traditional to practice such things as foot-binding and child prostitution. Under the Communists, the 1951 Marriage Law abolished both of these barbarities, as well as arranged marriages, child marriages and bigamy. Two of the most significant events equality-wise were the property and divorce law changes: husbands and wives now jointly owned property and either one could divorce the other (before only men could divorce women). Nearly all women would have been pleased about this, and the Party now had a whole gender, so to speak, on its side. However, there were downsides. For the older generation, who were fierce traditionalists, this would have been shocking and disruptive, and since they had not much time left to enjoy the newfound freedoms brought by Communism, they might be opposed to these changes. The only women not affected at all by these reforms were those living in the remote parts of China. These places refused to break with tradition, even under pressure from the Communists. Also, the Marriage Law and social reforms meant that women were now treated exactly the same as men; i.e. they were expected to work just as hard regardless of their state of fitness. A lot of the Maoist policies towards women were fuelled by the wish to turn the currently unworking half of the nation into a productive force; for example, the crà ¯Ã ¿Ã ½ches organised for children were designed not really for the benefit of the women as such, but to get them out working in the fields again. Not to be unfair to them though, some policies were selfless: the law to give mothers maternity leave with full wages for two months does seem to be fully aimed towards helping women. In general, I believe that life for women definitely improved under the Communists. There was still quite a way to go, but Communist policy in this area was in many ways quite prescient. Landlords and businessmen probably came off the worst under the Communists. Under the Common Programme, they were defined as being ââ¬Å"capitalistsâ⬠and ââ¬Å"reactionariesâ⬠. The same document stated that they would be ââ¬Å"deprived of their political rightsâ⬠, so their harsh treatment did not come entirely as a surprise. Under the Agrarian Reform Law, landlords lost an average of 93% of the land they had own. They were also subject to abuse, heavy fines and sometimes, in cases where they had been particularly cruel to their tenants, execution, at ââ¬Å"speak bitternessâ⬠meetings. Around three million landlords were killed during these meetings. Businessmen had it nearly as bad. If you had business with the Guomindang or had ripped off the peasantry, you could be sure of at least re-education, if not complete deprivation of any form of rights (in society; no-one in Communist China really had any ââ¬Å"political rightsâ⬠). Even if you hadnââ¬â¢t committed any ââ¬Å"offencesâ⬠, you would face fines. Life wasnââ¬â¢t good if you were either a landlord or a businessman in China. It was probably worse if you were a landlord; businessmen at least werenââ¬â¢t executed. At least, not very often; the Communists had something nasty against anyone who had dealings with their old enemy, the Guomindang. Considering that most of Maoââ¬â¢s Communist policies were targeted towards peasants, they are the most important part of this essay. Under Mao, there were three types of peasants, ââ¬Å"richâ⬠, ââ¬Å"middleâ⬠and ââ¬Å"poorâ⬠peasants. Rich peasants meant those who could afford to hire other peasants to work for them. Middle peasants were those who could afford some basic equipment, while poor peasants formed the vast majority of Chinaââ¬â¢s agricultural system, and were employed by landlords who paid them a pittance to work the land. Mao was very ambitious when it came to Chinaââ¬â¢s work system. First he turned the land-ownership system around full circle. Then he launched the country into the industrial era of the twentieth century. He had to start somewhere, however, and that place was the Common Programme, where it was stated that ââ¬Å"[the party] must systematically transformâ⬠¦the land ownership system into a system of peasant land ownershipâ⬠¦It must steadily transform the country from an agricultural into an industrial oneâ⬠. This was some goal, considering that the years of warring between the Communists and the Guomindang had lain waste to farms and peasants, causing the agricultural output to drop radically. And through all this there was massive population growths, so there were more mouths to feed with less crops. Mao and his ragtag band of Communist officials had the peasantsââ¬â¢ support, though. Many peasants supported the Communists already; after all, they were the original workerââ¬â¢s party, and they had been very popular in the liberation areas, respecting the locals and trying out some reforms with regard to land and women with great success. The first step he took towards his agricultural revolution was by profiling all the peasants and teaching them how to sort themselves into the classes mentioned above. Land was then redistributed between the peasants evenly. Rich peasants lost land, poor peasants gained the rich peasantsââ¬â¢ lost land and middle peasants stayed roughly the same (the increase is due to the heavy imbalance between landlords and poor peasants; there was almost too much land to go round after the landlords had been stripped of their land). The peasants had troubles, however: they found that they hadnââ¬â¢t enough money or equipment to cultivate the land. Mao suggested that peasants therefore organise themselves into Mutual Aid Teams, groups of peasants who would share each otherââ¬â¢s land and equipment. So far, Maoââ¬â¢s plan was going extremely well; he was popular with the peasantry, having given them the land that had been their dream, and allowed them a chance to get back at their landlords (the ââ¬Å"speak bitternessâ⬠meetings were known for becoming quite bloody). The Communist government, however, refused to leave its land reform manifesto at this stage. The Five-Year Plan to revolutionise Chinaââ¬â¢s economy was underfoot, and mutual aid teams were not efficient enough to hit the high economic targets that Mao had set for China. So the co-operatives were introduced: first lower and then higher stage. The lower-stage co-operatives were simply an extension of the mutual aid teams idea, only with many families (around forty) pooling their resources. Only when the higher-stage co-operatives went into action was what Mao probably would have called true Communism in action achieved: two to three hundred families, all having surrendered land, animals and equipment to the co-operative and being paid nothing except for what they earned in the fields for it. The immense pressure and control on Chinese society (wall-posters, censorship and propaganda everywhere) was borne out by the fact that by 1956 ninety-five percent of Chinese peasants had joined higher-stage co-operatives, an idea that must have looked unattractive even then. As you can see, even for peasants Communism was not without big downsides. Perhaps one of the biggest was the onslaught of conformity and control inherent in the whole Maoist idea. ââ¬Å"Propagandistsâ⬠ensured a constant stream of pro-Communist posters. The media broadcast tutorials on how to defeat American imperialist pigs. Anyone who might be anti-Communist was either forced to leave the country or sent to a camp to be ââ¬Å"re-educatedâ⬠. And what happened when the censorship was relaxed? Mao decided to let the people say what they wanted about the Communists for a while. From 1956 people said exactly what they pleased, and many of them were rather vocal in their criticisms of the regime. In June 1957 Mao suddenly stopped the period of free discussion, known as the Hundred Flowers period, and clamped down on the more vocal opposition to his regime. Chinese society was back to its closely-controlled state, and if anything, the censorship was even harsher than before. ââ¬Å"Perhapsâ⬠¦because of the steely control, China was more stable in 1956 than at any time this century. Foreign occupation, civil war, widespread death from starvationâ⬠¦inflation ââ¬âall seemed to be things of the past. Stability, the dream of the Chinese, sustained the faith of people.â⬠Perhaps the Chinese forgave all of the Communistsââ¬â¢ flaws just for a little stability. They abided by their standards and conformed purely to stop any of these other tragedies occuring, and the Communists realised this, and even called meetings to remember how bad things were under the Guomindang. Overall, peasants would have been initially pleased but quite dubious in the long term about the benefits of Communism. They would have enjoyed the land ââ¬â for the short period that it was available to them. By the end of the first period of land reform, the Communists would be losing their popularity. Mao liked the peasants to seem selfless, and working towards a common good, and depending on how brainwashed they truly were, this might have been the case to an extent. But I am sure that peasants secretly longed to have back the privately owned land it felt like theyââ¬â¢d fought for. Some of them would also be unhappy about the repression and censorship, but this would have been even harder for most to see because of the controlled mediaââ¬â¢s constant presence. In 1958 a ââ¬Å"Great Leap Forwardâ⬠was announced: a plan to make China into a competent world power, both industrially and agriculturally. It was similar to the first Five-Year Plan in that it relied heavily on the organisation of society into steadily larger parts. These parts were called ââ¬Å"communesâ⬠, and were created as groups of villages containing about 5000 families who gave up land, animals and equipment to common usage and ownership by the members of the commune. This was the ultimate unit of control in Chinese society: it was something that was everywhere you went, you ate there, you worked there, you slept there, and anything you felt was also felt by your whole commune. Or so Mao hoped. Posters, speeches, newspaper articles and all the other standard propaganda mechanisms were much more effective there because there really was no escape. The communes were a great success, producing things in record time, and the workers were well motivated. The Communist brainwashing was so total that people were working harder and were motivated because of the propaganda and censorship. However, only a year later, the honeymoon period was over, the Great Leap Forward was having serious marital issues, and the only marriage counsellor was too busy telling his workers to work harder. In short, Mao pushed too hard. Equipment fell apart. Workers fell asleep at their tasks. To add to this, lack of field workers, bad weather two years running and government lies caused a horrific famine, killing over twenty million people. Mao Zedong really should have been forced to resign after this; indeed, if Chinese society had not been so utterly brainwashed I believe he would have. Instead, he was forced to step down slightly, but was still a very prominent figure. And, crucially yet unbelievably, he retained the publicââ¬â¢s support after all his crimes against them. The peasants were still with him. But I do not believe life got better for peasants under the Communists during the period I have described. An improved living standard cannot justify the removal of identity from an entire nation and a famine killing millions. I do not believe that the Communists did a lot of good for the vast majority of China. The only segment of Chinese society whose lives improved markedly were women, and when evaluating the importance of the reforms to end sexism, you have to take into account that most women were also peasants. So, whilst they were freed from being killed at birth and so on, they were also left to die later on in the famine, or through overwork, since women now had to work just as hard as men. The lives of landlords and businessmen could hardly be expected to get better under the Communists. However, perhaps they were unnecessarily cruel; execution hardly seems necessary. But Maoââ¬â¢s regimeââ¬â¢s performance regarding peasants is unforgivable. A peasant-focused regime making thing worse for peasants is unforgivable, and life indeniably was worse for peasants by 1961.

Chopin brings Desireeââ¬â¢s innocence forward when she wholly accepts Armandââ¬â¢s love for not guessing that he has a deep seated desire as well as hatred towards her racial background. Armandââ¬â¢s world seems ironic as he builds up an image of white supremacy and traps himself within its walls. Armand goes to the extent of discarding Desiree and getting involved with a white mistress, La Blanche. Though she is fair ââ¬â skinned, yet she is of mixed blood from a slave background. The actual irony is that Armand is dark- skinned and evil but portrays himself as white and good. Desiree is so innocent and childlike and does not guess what is going through Armandââ¬â¢s mind. Black Female Executives in Corporate America Essay Black female executives are a symbol of what determination and hope can achieve that despite the odds and perceptions, people can achieve anything they set themselves on regardless of their cultural backgrounds. Reaching the top for these women has been a journey which dates back way before slavery when women lived and followed the African traditional settings which governed every aspect of their lives. In this setting, the women were subordinate to their men and their duty was to look after their families. Evolution has since changed these perspectives after the civil war that liberated the black people such that they were able to own property and even work in state organizations. In addition, the African people had the power to be educated. Over the years, African women have continually struggled to be the best academically as well as professionally such that they have even outshone their fellow men. ââ¬Å"By 1994, there were more black women as compared to the black men who were employed especially in white collar jobs in corporate America (Tucker, 1994). â⬠Thanks to institutions like Equal Employment Opportunity Commission (EEOC), there has been significant growth of blacks taking up leadership roles in corporate America (Benjamin, 84). In the managerial positions, black men are slightly more than the black women but still the number of women in managerial positions between the years 1982-1992 had increased by 64% (Tucker, 1994). This positive figure has encouraged other black women to undertake leadership roles hence adding up to the increasing figure. Black women representation in the corporate organizations cannot be compared to the rise of white women in the top managerial positions whose numbers have increased over the last decade. This is illustrated by 32% of white women managers who were executive leaders as compared to 14% African American women in similar positions who earned less than them in the year 2000 (Ely, 2003). This shows that as much as the black women are making it ââ¬Ëbigââ¬â¢ there are several factors that hinder their rise to such positions. ââ¬Å"By the year 2001, African American women remained in the shadows and remained invisible hence they were ranked in the corporate businesses either according to gender as well as race (Bell Nkomo, 2003). â⬠Reasons for lack of black females in executive positions Though there are a few known black women executives in the corporate world it does not necessarily mean that they are not learned enough or that the positions are limited. The major issues limiting the black woman from getting to the top of the corporate ladder are gender and race. Certain stereotypes which are mostly negative are likened to the black female. ââ¬Å"They are considered to be aggressive and very direct (Caver, 2002). â⬠Such characteristics make them unsuitable for leadership positions in big organizations hence limiting their chances of advancing their careers. Black women are not exposed to educational opportunities like their male counterparts as well as white people. This is because most of them come from poor backgrounds and therefore their education is limited up to a certain level when the funds they have can allow. That is why they usually get casual jobs and work as subordinate staff in organizations. Another issue that has contributed to the lack of black females in executive positions is the perception that such positions are the strongholds of men hence organizations mostly employ male colleagues. These factors make it harder for the black women to be promoted to executive positions as they are not only judged by the way their race but also according to gender. Challenges the black women executives face The rise of the women in the corporate world does not really mean that it is all rosy at the top. Though the experience is rewarding some of them are frustrated. The few African American women in executive positions are faced with several challenges in the course of their work. They have to continually convince people and prove to their colleagues that they have what it takes to run organizations. To begin with their salaries are low as compared to those of their fellow black men in similar leadership positions. Most of the African American women in the top managerial positions are considered as vulnerable employees. They are given those positions that can be easily scrapped off when the company restructures itself (Tucker, 1994). They do not therefore get the chance to play major roles in organizations especially in terms of decision making as sometimes they do not have jobs to do. This makes them feel inactive and feel as if they were just put in those positions to enhance the good image of the companies they head as being good an equal employer. ââ¬Å"Some companies just put the women up there so that they can show their corporate allies that they are not biased against any race or gender (Lamont Molnar, 2002). â⬠â⬠¢ Lack of strategic relationships Relationships define how people will relate with each other in the organization. When the black women are not supported by their employers, then it becomes hard for them to relate with them in proper ways and this affects their work relationship. The relationship between black and white women in the workplace is also strained. This is because white women do not interact often with black women on organizational matters hence they have little knowledge on some of the racial perspectives; the black women have to deal with. ââ¬Å"They feel white women do not care about black women issues and concerns (Caver, 2002). â⬠This has made the black women feel betrayed by them and no wonder they do not relate with them well (Bell Nkomo, 2003). This scenario has strained communication between the two groups and they never engage in constructive activities. They have been reduced to clicks that support their own members and rarely will they support the promotion of the opposite colleagues to such leadership positions. If the black women cannot relate well internally with their colleagues, it is therefore hard for them to form corporate relationships with people from other organizations as well as their clients as they do not have people within the organization to link them to other business relations. â⬠¢ Lack of mentoring and support African American women are never mentored; and if, on a limited scale. ââ¬Å"This is because they are thought to have nothing in common with their white counterparts as well as black men (Caver, 2002). â⬠Moreover, it is difficult for the black woman to fit in the white male-oriented ââ¬Ëpositionsââ¬â¢ which is limited by the negative, historical, sexual racism between black women and the white men (Benjamin, 2005). For this reason, they do not get to improve on their leadership skills hence it is hard for them to be promoted to higher positions. In addition, when other people will start performing better than them, they are said to be incompetent and therefore they risk losing their jobs. The society is also not showing support for the black women corporate leaders who have managed to beat all odds and be the best. This is more so seen in the African American community where people think that they use their high positions to intimidate them. No wonder it is hard for them to find suitable husbands as the males feel threatened. â⬠¢ Trust issues The few black women executives who are there are not trusted to make strategic and informed decisions by other colleagues in the workplace and that is why they have to struggle so much to build this trust which takes a long time. This is why some black women who can no longer cope with the pressure resign from their jobs. This has led to an increasing number of black women quitting their jobs. This is why the CEO as well as other colleagues in the workplace are left to wonder if race determines commonality or whether gender connects across racial lines and if the black women have their own leadership style that helps them navigate in the hierarchy (Bell Nkomo, 2003). â⬠¢ Lack of access to business development opportunities Leaders need to continually sharpen their skills so that they are able to tackle problems that arise in the business cycle. Such negative factors make the young ladies not wanting to be in such vulnerable positions hence they will opt to choose careers that they find pleasure in. Another impact is that organizations have been divided along racial and gender lines when ââ¬Ëtheir ownââ¬â¢ are not promoted to executive positions. This has inhibited progress in the organizations as decisions can not be made effectively because employees are not communicating and they are not performing well at their work because their issues are not being addressed. ââ¬Å"This has also brought in unhealthy competition in the workplace as the different groupings of people have to find fault in each other so that they can use the raised issues as an excuse to make them appear better so that they can be favored (Ivancevich Gilbert, 2000). â⬠In some instances, it has led to the formulation of policies which the minority group in this case, the African American women, use to give them an edge over other colleagues. Recommendations Women of all races play a major role in corporate organizations and that is why they should be encouraged to take the top most leadership positions if they are qualified. Some of the factors that need to be considered in promoting African American women in leadership positions include: ? Encouraging more black women to pursue leadership positions Educating and sensitizing the young black girls at a young age is important so that they take up leadership courses. This will make them more open minded at an early. The Federal State therefore should ensure that there is equitable distribution of resources such that black children can access proper schools like the rest of the children in major cities. African American women also need to be trained on political skills so that they are able to lead people in the proper manner thus become competent. ? Equal treatment Affirmative actions and the formation of women movements have played a vital role in rallying for equal treatment of women. More needs to be done so that the women can feel like they are part of the organizations they serve. The managers should therefore diversify employee groups and continually monitor to see how they are progressing and help then overcome the challenges they face. ââ¬Å"The top managers should also be able to identify black women who are skilled and help them grow within the organizations they head (Lamont Molnar, 2002). â⬠The human resource heads should therefore ensure that they recruit they staff equitably and not based on any kind of biasness so that when it comes to making decisions or selecting the right candidate for a particular top office, all the people will be represented therefore the right candidate will be chosen regardless of their back grounds. ? Respect and trust Respect starts with an individual when they identify their needs and they treat others the way they would like to be treated in return. People therefore need to learn to respect black women because it is the only way that will help them salvage their relationships, ease communication and enhance understanding each other so that productivity of the company can improve. Having an independent party helping employees and management to solve their problems will be good as they will not be biased. ? Conclusion Operations in organizations are changing slowly by slowly to accommodate cultural diversity and people are beginning to embrace the work done by the black women as well as other minority groups. Why Stravinskys Rite Of Spring Is Revolutionary The Rite of Spring is famously and perhaps infamously regarded as one of the most major turning points in the history of Western music. Furthermore, the notoriously catastrophic reception at the premià ¨re of Stravinskys 1912 composition has now come to be appreciated as an historical phenomenon in its own right of unmatched and, in all likelihood, unmatchable proportions. The social climate capable of spawning outrage of such violent and uncouth physical embodiment as evidenced in the theatre in Paris that fateful day of 29 May, 1913, betrays at its core an undercurrent of volatility which reaches its talons well beyond the scope of aesthetic opinion and pleasurable diversion into something much more sinister. The Rite of Spring sparked a revolution which may be considered truly political in nature; a sociological confrontation which elicited spontaneous combustion in the music world and from which point, nothing would ever be the same. The following study will expound upon the nat ure of this revolution and collate a survey of possible reasons for its extraordinary and unprecedented sociological impact. The Rite of Spring was the third in a triptych of ballets by Igor Stravinsky for Sergei Diaghilevs itinerant company the Ballets Russes, an initiative which travelled the continent to perform and met with particular success in Paris as the result of the citys large Russian exile population and its rooting in Neonationalistic Russian themes. The Rites predecessors The Firebird (1910) and Petrouchka (1911) achieved near unanimous positivity and celebrated critical acclaim. Witnesses tell of catcalls, hissing, and a battery of screams; of howling, whistling, spitting, slapping and punching. The police were called and at least forty of the offending protesters were forcibly evicted, this doing little to lull those remaining, who continued their commotion. By all accounts, the performance elicited no less than a seismic response which has retrospectively become a thing of legend. The socio-cultural context of Paris at the time is of much import in setting the scene for such an upstanding brouhaha. Programmes being rehearsed and billed contemporary to The Rites premiere included Ravels Daphnis et Chloe and Debussys Jeux. The ballet audience was largely contingent on the lavish snobbery of both high society and the intelligentsia, comprising predominantly wealthy patrons with a desire for elegance and enchantment, and altogether typical of the common lightweight perceptions of French taste. Although exotica themes were very much in Parisian vogue, the passions and political motivations of Russia could hardly but remain distant in every respect. Enormous media hype surrounded The Rites premiere and in an effort to garner an underlying core of support, Diaghilev ensured a generous distribution of free tickets to his loyal supporters. The particularities of the newly unveiled layout of the Thà ©Ã ¢tre des Champs-Ãâ°lysà ©es held that this ring-in cheersquad, albeit a guaranteed endorsement, was situated in an area of the auditorium central to the masses, essentially circled by the opposing faction. Such provocative positioning of the Russians in itself was perhaps enough to instigate a brawl in the first place. With such explosive jeering and cheering, it is of exceptional logistical importance that according to numerous accounts, Stravinskys music was completely drowned out by the audience reaction. With the 100-piece orchestra inaudible, dancers have been said to have relied exclusively on Nijinsky shouting counts from the prompt. Whether this pertained to the metric complexity of the composition or the pervading inability to hear it remains questionable but either way, it was certainly the case. The abstract and absurd quality of a company dancing their euphoric tribal sacrifice to a chorus of insults and abuse was perhaps a telling premonition of the Dada sentiment which succeeded the event several years later. The lights in the auditorium were fully turned on but the noise continued and I remember Mlle. Piltz (the chosen maiden) executing her strange dance of religious hysteria on a stage dimmed by the blazing light in the auditorium, seemingly to the accompaniment of the disjointed ravings of a mob of angry men and women. If in fact the orchestra was itself inaudible, it follows in point that the public outrage expressed so vehemently at The Rites premià ¨re was not a response to the pitches, rhythms, structures and instrumental colourings of Stravinskys music, however bold his innovations, but to something else entirely. The inward turned feet and graceless jumping and pumping gestures of the dancers were certainly denounced as bad taste and grotesque caricature, with witnesses suggesting such blasphemy to the elevated art of ballet was received as a direct insult to the integrity of the cultivated audience. But while representing somewhat of an innovation in dance style, the propulsion for such outrage seems more deeply rooted in the commentary of stylistic change on the nature and sociological function of the arts, and the implications of this change in structuring socio-economic factions. As expressed so concisely by Ekstein, Is there not sufficient evidence to suggest that the trouble was caused more by warring factions in the audience, by their expectations, their prejudices, their preconceptions about art, than by the work itself? The Nature of Revolution Thus it can be seen that Stravinskys Rite of Spring generated a series of revolutions at various levels. I have taken the term revolution to refer both to an upheaval of policy which breaks radically from the past, as well as to the cyclic implication of the word revolution, the continual and somewhat meditative return to a point, each time with new outlook. In musical terms, The Rite brought a repudiation of the post-Romantic and Impressionistic ideals which permeated the Parisian scene. The typical French soundworld cut clearly by Debussy, Saint-Saà «ns, Ravel, Massenet, Faurà ©; but notably never adopted nor remotely assimilated by Stravinsky, was in this case so thoroughly replaced by the primacy of clustered chordal rhythms, uncharacteristic harmonic motivation, and intervallic asymmetry in melodic structures that the French government was effectively overthrown. Despite much retrospective dispute to be discussed in due course, the programmatic genesis of The Rite was an imagined prehistoric ritual of a sacrificial virgin dancing herself to death to entice the gods of the seasons. It is implicit that although a fabricated mythology, the essence is of a tribal Russian character. Thus not only does the work posses a haunting, if not definitively terrifying spiritual presence of extraordinary power, but makes a simultaneous nationalistic statement in doing so which can simply not avoid political implication due to the aggression with which it is asserted. The combination of such pounding rhythmic impetus and the breadth of the chords with which this ruthless impetuosity so compulsively drummed sends out the message of its all-encompassing rule in an urgent, brutal S.O.S. The combination of relentless rhythm and hard-edged, dissonant chordal units has the tendency to give a sense of impulse associated with violence. Heavy and ultimately colourist ic percussion, brass and winds were featured, these being associated with outdoor, warring instrumental forces. However, as undoubtedly evidenced by ethnological studies, actions which may appear ferocious within a cultivated urban setting may hold completely different meaning within their own cultural context. That which we may observe as savage or defensive may in fact resonate with ecstasy and/or tribal belonging. A notable example of this is the distinct absence of clarity surrounding the nature of the virgins sacrifice; whether this pertains to a giving of her life or of her maidenhood. Either way, the surrender carries mixed emotions in its duality of horror with martyrdom, and equally for the Western listener, in its voyeuristic presentation. The mammoth scope and intensity of The Rite of Spring, dwarfing humanity and quashing everything in its path, is bigger than Paris, bigger than Christianity, bigger than social class structure, pearls and silks. The tribe is bigger than the individual. The Rite of Spring is bigger than artistic divertimento, The Rite of Spring is essentially bigger than the arts itself. Musical Modernism The Rite is widely considered to be the primary hallmark example of Modernism in music. It was praised and acclaimed primarily for its rhythmic innovation and asymmetry. The work is an informed but conscious reaction against the Germanic Romantic realism, French Impressionism and the generic urban industrialist mentalities which pervaded the compositional climate at the turn of the century. At the same time, through the recently discovered inclusion of abstracted folksong transcriptions, The Rite was a nod to Nationalistic tendencies, now on the rise with thanks to technological developments both in travel and the recording industry. This reactionary stance brought about by Modernism heralded the beginning of the current period of compositional production which encourages a multiplicity of styles for a multiplicity of audience tastes. Serialism and minimalism might coexist in the same cities; likewise Expressionism and Impressionism just across the border from each other. The major musical innovation of The Rite of Spring was a new and absolute denial of expectation in terms of meter and harmony. At the most basic level, Stravinsky instigated a complete regeneration of the conventions of functional pitch and rhythm in Western music. The works critical condemnation by Taruskin as anti-symphonic is certainly true in Schenkerian terms, in that pitch polarities in the scalic sense were radically abandoned: the leading note no longer led, the supertonic, subdominant and submediant no longer sought the triad. The same pertained to beat hierarchies within the bar and even the dominance of the downbeat. Established polarities and gravities which had evolved in due course over the history of Western music were at once relegated to something of the past. Instead, this music relaxed into a new and ultimately organic creation of expectation, allowing the music to breathe in every respect, through pause and rest, pace and weight, singing its strange new laments at whim of a deeper soul rather than stickytaped haphazardly onto someone elses framework. This is not to say that the concept of polarities became obsolete. To the contrary, organic weight and depth became the natural new order. Gravity and innate direction was now established through a more abstract tool of arched melodic contouring, essentially through patterning and figuration; if not in the primary melodic voice, then in the accompanying section. Whether or not the base of these arch structures held pitch significance to a tonicized, home or bassline pedal became irrelevant, as the weight of the fall was enough in itself to establish a root. In the works Introduction this is repeatedly evident: firstly in the clarinet section at Figure 1, bassoons after 3, flutes leading into Figure 7, etcetera. It is important to note that while harmonic motivations were annulled, homophonic motions continued to exist, primarily doing so in a polytonal setting: for example, intervallic relations at Figure 94 in The Mysterious Circles of the Young Girls, where the clarinets and later, first violin section, move languidly together at the 7th. As for rhythm, The Rite is perhaps most widely acclaimed for its eradication of meter as a polar tool and the subsequent introduction of the use of time signatures purely for organizational purposes. Its constantly shifting meters to the point of seasickness have retained their power of obscurity even to the present day. It has been mentioned that the undisputed reign of the downbeat had already been questioned. In Dance of the Adolescent Girls, the accentuation patterns in the string opening at Figure 13 are as good as anti-metric. Although the famous bassoon solo exists in somewhat of a dreamscape beyond the scope of meter, the weight of the downbows at the start of the second movement function effectively as a transition which is equally free of metric form. Melodic phrases are grouped into threes and fives, the bass at Figure 28, for example, delineating a broad 6/8+6/8 within a context where others are playing superficially in the notated meter of 2/4, but not within any kind of phrase arrangement sympathetic to the 3-bar base cushion. It follows that such freedom opens the floodgates for polymeters, and equally, polytonalities to coexist in true equality. A notational innovation particular to Stravinsky is the beaming of groups of notes such as quavers as they sound metrically, rather than the way they would ordinarily fit into a given duple or compound metric frame. This notational peculiarity makes the polymeters easy to identify from a visual standpoint. Structurally, much debate has ensued about the architecture of The Rite of Spring. The majority of critics of the period observed its construction as a series of independent dances in an almost Cubist-style pastiche. This reading supported the genesis of the work in the ballet tradition. The most vocal of these was Taruskin, who identified static blocks progressing, if at all, through repetition, alternation, and above all, sheer inertial accumulation Each chord or motif was so fixed that even transposition let alone transformation or transition were inconceivable. Such ideology has been recently challenged by the favoured notion of organic evolution at a more cellular level, essentially posing the possibility of through-composition. It seems natural and essentially implicit that the The Rite, by nature of its seasonal programmatic ties, should undergo a process of careful growth, cocooning and rebirth over of its visceral half hour in the ear. Revolutions of Appraisal The Rite of Spring also enjoyed what one might consider a series of revolutions of appraisal. Following the calamity of its original balletic premià ¨re, Stravinsky was quick to denounce the works tie to the stage so that it might exist independently in the concert hall in and of itself. It is no secret that he was disappointed in the product of Nijinsky and disenchanted with the production as a whole. Obviously there were also significant financial advantages to the works availability in concert version and this undoubtedly also played a role in its redefinition. Thus The Rites interdisciplinary conception was staunchly and quite strangely abandoned in favor of its musical construction insomuch as Stravinsky giving, over the course of his life, many dramatically differing accounts of factual events in an effort to disguise or distort the nature of its compositional origins. This somewhat mechanistic dissociation of the work towards an abstract, absolute and/or autonomous entity, wh ether or not it could possibly exist as such with its particular strength of character, was a telling precursor to Stravinskys Neoclassical mindset, a purging and reinvention of something heavy with baggage but which might then live on in its cleansed form. It is an inexplicable curiosity that in what van den Toorn describes as a complete reversal of the riot that had gone before, the 1914 premià ¨re performance of The Rite on the concert platform was an absolute unequivocal success; so much so that Stravinsky himself was hoisted to the shoulders of a few bystanders [and] led triumphantly from the hall of the Casino de Paris by an exuberant crowd of admirers. A further revolution in the works appreciation took place in the late 1960s based on the rediscovery of sketches, source materials and other evidence. Apparently this revisionist revival was equally enjoyed by the composer himself, who appeared equally interested to revisit the works origins in what was casually designated a r evisionist revival. As an aside, it is a curious multiplicity to note that the French version of the works title, Le Sacre du Printemps, identifies directly the character of the chosen maiden, Le sacre being the sacrificed one in question. In translation to The Rite, the work takes on a more holistic quality of process, ceremony and celebration. While originally conceived as a staged piece, the work is universally acknowledged for its complete bonding with dramatic vision, its honesty and rawness, unique in comparison with Stravinskys other work which is often heavy with satire and irony. In transferral to the concert platform, the intensity of the drama is so strong as to be able to hold its own even without an interdisciplinary accompaniment. The Rite is an existing and ultimately monumental fatalistic presence which, more surely than ever, needs no frame, no theatrical artifice. This is a work which seems perhaps more aptly suited to the genre of ceremonial theatre than to the stage or even the platf orm. Thus, the many revolutions, both instigated and undergone by Stravinskys Rite of Spring. The works historical evolution over the course of the 20th century as a pivotal compositional cornerstone has become modern-day folklore of its own, and of mammoth proportions; rousing freedom and preaching the Great Sacrifice for the sake of seasonal rebirth and newness of thought in a constantly revolving artistic climate.

Unemployment in Rwanda
Unemployment in Rwanda Rwanda is one of the smallest low income African countries and a post- conflict country that shares boundaries with Uganda in north, Democratic Republic of Congo (DRC) in west, Burundi in south and Tanzania in east, Having emerged from the 1994 genocide and civil conflict and wars which claimed over one million people dead and left the socio-economic infrastructure completely smashed. The country suffered from harsh deficits which includes skilled human capital and this is largely for technical professions (RoR: 2008). According to the 2002 census of Population and Housing, Rwanda`s Population was estimated at 10,4 million and with the population density of 321 persons per square kilometre. The country`s Population grew rapidly from a small size Population of 2 million in 1962 to over 10 million in 2010. The country has a relatively high rate population growth of 2.9% which could carry on the population to sixteen million in the year 2020, if this pace or speed is maintained. The population is predominately young with an average age of about 20 years of old with about 60% of the total population less than 19 years old with significant implications for young people `s unemployment (RoR:2002). The young people in Rwanda represents hope for the future as a resource that holds a big reserve of human energy, and they can play a big role particularly in developing the economy. Rwanda being one of the poorest countries in the world and much of her population is largely dependent on subsistence farming or agriculture in general. The formal industrial and employment is slightly developed and nearly non-existent outside the few larger urban areas basically Kigali main capital city, followed by smaller cities such as Huye, Cyangugu, Ruhengeri, Gisenyi, Gitarama, Kibuye and Rwamagana. Over the past decades ,the youth in Rwanda have depended so much on employment generated by the Public Sector as the sole employer mainly due to ineffective policy framework that would facilitate the processes of generating employment ( RoR: 2005 ). Lack of active government input and facilitation has been one of the top most challenging factors among others. In the process of improving the lives and the standards of the population in Rwanda, the country has embarked on supporting and facilitating the informal sector as a means to generate more employment opportunities to vulnerable people especially the youth and has implemented policies to meet the Millennium Development Goals (MDGs) and other Rural Development Programmes like Vision Umurenge, Economic Development and Poverty Reduction Strategy (EDPRS) and the Vision 2020 as a framework to achieve the overall development in Rwanda ( RoR: 1999). Rwanda is trying to change from an aid dependent country into a middle income country by developing its human capital with skills in different capacities to enhance employment creation for the entire population which is dominated by the youth. The Government of Rwanda established five year action plan for youth employment promotion and the strategies which is meant to help in developing her human capital by empowering the young people in the labour market so as to get decent jobs (RoR:2008). It is in this regard that, the government has developed a number of vocational training institutions in all five Provinces (that makes up Rwanda) purposely to help the young people to gain certain level of skills to enable them become self-employed and make use of their effort in development. Nicola, (2005), argues that vocational education normally is projected to make young people become self reliant. This supports the argument that vocational education for young people is to become creative with necessary skills that enables them to start their own undertakings. However, many studies in developing countries show numerous constraints in vocational training institutions, a situation whereby vocational training graduates hardly succeed when trying to seek economic activities or create employment, (Haan,2006).Yet the main goal of vocational training institutions is to prepare young people to fit in the labour market. Based on the above views, this will necessitate the researcher to draw attention to the perceptions of the trainees from vocational institutions. The case of Rwanda`s vocational education system which lacks a sound and stable standard setting in place, this has created problems of low quality education that is somewhat not relevant to the current labour market which is competitive and tight as a result of large labour force supply in the country. 1.2 Statement of the problem It is claimed that, young people always consider gaining skills as sole source of solving the unemployment problem for them and it is regarded as a form of transition for them to join the independent life style. Sen.(1997), argues that skills and knowledge can enhance human capability, a situation whereby young people can be able to make their own choices to lead lives they have reason to value. A recent initiative of the government of Rwanda to address the rampant unemployment trend in the labour market among the young people is the setting up of Workforce Development Authority (WDA). This institution was set up to improve the standards of vocational institutions in a country and play a regulatory role and working under the Ministry of Education and Ministry of Public Service and Labour but still a lot is missing due to; limited qualified personnel in training programmes, lack of experience for young people seeking employment, Inadequate skills to prepare the young people with enoug h capability upon the labour market standards , poor education system (RoR: 2010). The high rate of unemployment in Rwanda is a result of poor education system which prepares young people basically for white collar jobs which have been declining across time.( RoR: 2002). The country`s formal unemployment rate is 15.5% and this impacts on nearly 696,260 persons (RoR:2005). The government of Rwanda has embarked on increasing expenditure on education sector and this has led to increased labour force supply from vocational training institutions. This has also led to increased demand for jobs within a tight labour market of Rwanda that is actually dependent on public jobs. This has led to a large crowd of unemployed young people based on the fact that the labour force supply exceeded the labour demands in the labour market and as a result of poor education system ,there is often smaller number of young graduates who are able to create their own employment. In Rwanda, the private sector is mainly underdeveloped and this is also one of the major cause of a large crowd of unemployed young people in a country. In this case, the public sector remains the principal employer compared to the formal private sector (segment) yet public sector employs a small fraction of the employable inhabitants (RoR: 2007). The agricultural sector is the largest employer among the sectors in the country, but this sector is largely less productive and this is due to smaller range (size) of land share as per-person in the country, the land is often very small with less than 1 (one) hectare per-person/ inhabitant. This contributes to low output and low incomes to the rural dwellers, who are the majority of whom the young people and women, such people would be employed in other sectors ( RoR: 2002). The economically active and dynamic population that is active is estimated at 4,493,000 and among those 45% are men and 55% are women counter- parts. out of the above population, 2,334,000 are in the age bracket of young people in the country ranging from 15-29 years of age, where as 1,153,000 are under 20 years of age (RoR:2004). Besides that, because of poor education and curriculum systems, the skills and competencies acquired by the young people from the vocational training institutions do not match with the requirements of labour market mainly because VET graduates often lack some confidence to stand on their own capabilities to start self-employment. The issue of self-employment has been worsened by the general lack of active labour market policies in place to facilitate the creation of employment for young people and active youth employment promotion policies in place which can also influence the decisions to avail credits and information pertaining job opportunities for unemployed young people from vocational training who may be troubled by the lack of initial capital to start the entrepreneurship businesses (RoR: 2008). As it was suggested and adopted by UNESCO (1974) in a vital recommendation that, technical and vocational education is an essential component of general education and as a system of preparing for occupational-workers and as a mechanism to shrink the mismatches involving trainings and employment. Many young people are said to be trapped-up and hardly make it to start self-employment in the labour market. Thus, this study seeks to assess the effectiveness of vocational training institutions in building human capital as well as their capabilities in terms of giving the necessary skills and competencies required by young people to be self-employed in the labour market and the necessary strategies to alleviate the above constraints faced by the young people in the labour market. 1.3 Research objective and research questions 1.3.1 Main objective of the research The objective of this research paper is to assess the labour market situation for the young people in Rwanda with reference of Gasabo District in Kigali-City. Emphasis is given to young people who graduate from vocational education and training going into self-employment. It tries to discover the mismatch between skills young people have and the desired competencies for self-employment in the current labour market. 1.3.2 Specific objectives of the research To identify the journeys into self-employment taken by young people from vocational education and training in Rwanda, To find out the perceptions of young people over the challenges they face during the course of training and how well education and training has prepared them for those challenges, To analyse the major challenges the young people encounter when taking their journeys to self- employment, To suggest policy recommendations to be adopted so as to improve the labour market situations for the young people in Rwanda. 1.3.3 Research Questions What are the economic journeys taken by young people from vocational training into self-employment in Rwanda? What are the perceptions of young people over the challenges they face during the course of training and how well education and training has prepared them for those challenges? What are the major constraints the young people encounter when taking their journeys to self-employment? What policy recommendations should be made to encourage an environment of adequate skills and capability desired in the labour market? 1.4 Relevance and justification of the research study The research study is relevant as it tries to make a good understanding of the concepts of self-employment developed by training and a labour market concept which is rather weak among several vocational training institutions in Rwanda. This paper provides response to the common mismatch of skills acquired from vocational institutions that impinges so much on the position of young people in Rwanda`s current labour market. It will also enable the concerned parties to recognize whether self-employment policies and programmes in place are relevant towards addressing the high rate of unemployment among the young people in Rwanda. It will create a platform to initiate debates on youth employment promotion policies which might be useful in addressing the unemployment problem which has affected the young people in Rwanda`s labour market and the world of work in a global perspective. Besides that, this research provides useful literature and knowledge for future reviews based on the theoretical views and opinions of several cited authors from the world of academia that are included in this research paper. This research study is also relevant especially when it seeks to make policy recommendations as an aspect that will help in building institutional capacities and as well as building human capabilities. 1.5 Research Methodology and sources of data. The research is based on both primary and secondary data. Primary data was collected from respondents from the chosen area of study comprising of the beneficiaries of training programmes. The researcher identified young individuals who are graduates from vocational training institutions. The total number of interviewee was thirty five (35) respondents from Gasabo District and Government officials. This helped the researcher to collect data on the quality of the education system provided by the vocational training education institutions in Rwanda and was able to capture information on the perceptions of young people on the standards of the education system provided to them, after they graduate and how it is helpful or inadequate in as far as labour market is concerned. 1.5.1 Sample size and sampling procedures The ideal exercise in a research study is to find data from the whole population. This would guarantee maximum coverage/ treatment of population concerned in the research study. However, due to lack of resources, it was not feasible to study the whole population; In this case, a sample size was then deemed necessary and essential to satisfy the researcher`s study. With the use of purposive sampling method, respondents presumed to have clear/understandable and enough information concerning the economic journeys of the young people into self-employment were consulted. To get rich and enough information about young peoples transition into self employment, I purposively selected thirty (30) self-employed young respondents. For better understanding what the government is doing / planning to encourage self employment to young people in Rwanda, I selected 5 Government officials, two from the Ministry of Public Service and Labour, one official from the Ministry of Youth and two officials from the Ministry of Education and were interviewed. Thus, the sample size of the study totalled to 35 respondents. The selection of 30 young respondents that were interviewed fell in age range of 15-35 years old as being stipulated by Rwandan constitution of 2003-2004 determining who the youth are. 1.5.2 Research techniques Interviews To get primary data, it was decided to interview 35 respondents. Before holding interviews with respondents, the researcher had first to make contacts with the help of telephones calls. Using interview guide, the researcher interviewed 30 young self-employed people in Gasabo District. To know what the government is doing or planning for self employment for young people in Rwanda, 2 officials from the Ministry of Public Services and Labour, 2 officials from the Ministry of Education and 1 official from the Ministry of Youth were also interviewed. Semi-structured interviews each lasting for up 30-35 minutes were conducted. The interview questions varied in form and emphasis based on the interviewee but were based on the research questions mentioned above. In some cases, some prompts were incorporated, for example, around the nature of self-employment and the transition of young people as a starting point for informants giving their views about self-employment as a form of employment in the labour market. With respect to the qualitative practice (Davies: 1997), a mostly unrestricted/open-ended interview timetable was used to guide the conversation and discussion. The interview calendar was purposefully considered to allow informants to articulate/express themselves unreservedly and to raise their personal issues and concerns relating to the transition of young people towards self- employment in the real world of work. The interview schedules helped very the researcher to understand as well as studying the attitudes, values, beliefs and motives the young people have in as far as self-employment is concerned. The study interviews were conducted in English, but in some cases Kinyarwanda (local language) was used, with the interview transcripts which was translated into English afterwards. Desk study For the concern of secondary data collection, a desk study was used. The study concentrated on secondary data from diverse sources, but mainly from the ISS/Erasmus University library, official government publications/documents from Rwanda related to the issue of investigation, Internet sources was very crucial among other sources, Many reports and other relevant sources were also consulted during the research paper writing period. 1.6 Scope and limitations of the research study This research study focuses on the young self-employed people, and who have above average levels of education in Rwanda taking Gasabo District in Kigali-City as a case study. Due to time restriction and inadequate resources/funds, the research study could not cover the entire country, the research was conducted in Gasabo District in Kigali- City. Gasabo District being surrounded by the three Districts that constitute Kigali-City Mayor ship was considered because of the following reasons: Gasabo District is situated in the centre of Kigali-city where most of the commercial activities and many businesses takes palace, and as well government administrative offices and none governmental organization offices are located. The district is presumed to be having somewhat/ fairly well developed infrastructures in place as well as road networks, water, electricity with the planned settlements and more easily reached communities and this can facilitate those who seek self-employment and as well as employment creation per se. In this case the young people after their training may decide to stay around with their relatives while trying to find what to do in their bid to seek self-employment in tight labour market. Gasabo District was chosen because the district is presumed with a big number of young people that are self-employed relatively bigger compared to Nyarugenge and Kicukiro Districts that also make up Kigali-City. Gasabo Districts takes a bigger part of Kigali-city. Pertaining to the limitations, the researcher came across quite a lot of challenges. Which created some unexpected inconvenience in the field during data collection and they may included; Bureaucratic tendencies from some of the selected interviewees especially government officials was the most problem that frustrated the researcher so much. The scheduling of appointments with the respondents was proved to be time consuming and took most of the researchers time. However, to overcome this, several appointments were made and this pro-longed the time of data collection than the earlier planned time. Further to that, with the introductory letter from ISS/Erasmus university stating the intention of the research, several respondents started welcoming the researcher and they could spare 20-35 minutes for discussion during interviews. Language problem also delayed the progress of data collection in the field at several instances. This is mainly for the reason that most of the Official documents are prepared in French and the responses of the young people were given in Kinyarwanda Language. Irrespective of such difficulties and challenges the researcher encountered in the process of data collection, on the other hand, the data collection went well because some friends of mine helped me in translating a number of helpful related materials such as policy documents from French to English and some from Kinyarwanda into English. Samer and Bennell (2001:7) pointed out that there are generally serious inconveniences with the way in which persons are selected and traced, This implies that, the samples size were biased and not really representative of the whole population size of the young self-employed people under investigation. In this case, there could be many other young people who might have come up with different views and responses during data collection. 1.7 The organization of the research paper This research paper is structured into five chapters. Chapter 1 presents a general idea of what this research paper expected to find out and how to tackle it. It includes the general introduction of the research, problem statement of the research, the relevance and justification of the research study, objectives and research questions of the research study. It also highlights the scope and limitations of the research, the research methods and the research techniques that were used in collecting the desired data. Chapter 2 is made up of the conceptual and theoretical framework of the research. This section presents in length and gives a discussion on the concepts used according to a number of scholars. Basically this chapter concentrates rigorously on the associated concepts like: youth, transition from school-to-work, self-employment, competencies, skills, determinants of self-employment, social networks, importance of self-employment and limitations/ barriers that self-employed young people are troubled with and employment search theory. Chapter 3 presents an overview of VET programmes in the Rwandan context by giving the general picture of TVET education system pertaining to vocational education and training provided to the young people in Rwanda (TVET as an umbrella for VET programmes). Chapter 4 presents research findings and interpretations. It starts by presenting the general profile and the structure of Gasabo District as the case study for this research. It evidently shows how the collected data was analysed in connection to research questions, the economic journeys young people take to become self-employed, perceptions and expectations of the young people, forms of economic activities being done by the young people in the context of Rwanda`s labour market, factors contributing to long duration of transition to self-employment among the young people in Gasabo District. Chapter 5 offers some of the critical reflections on the research findings and recommendations and general conclusion that covers a summary of responses to the research questions and objectives of this research study. Chapter 2: Conceptual and Theoretical Framework 2.1 Introduction This chapter presents the conceptual and theoretical frameworks and which also provides a basis for this research. It covers concepts such as; youth in other words who are the young people?, Skills, competencies, self-employment, wage employment, determinants of self-employment, social-networks, importance of self-employment, limitations/ barriers of self-employment and that is also followed be the employment search theory. 2.2 Working concepts and definitions 2.2.1 Youth The concept of youth/ young people varies from one community to another, depending on customs and traditions, social behaviour and location (Curtain: 2001). According to the United Nations (UN), the standard clarity of youth comprises of people aged between 15-24 years old. However, In Rwandan context, with reference to the current constitution version 2003-2004, it defines youth as a fraction of people aged between15-35 year old. 2.2.2 Skills As cited by Awortwe-Abban (2009) in the words of Nelson and Winter in their perspective of evolutionary theory, they defined the concept of skill as a capability for smooth progression of coordinated performance that is normally effective relatively to its objectives, given the context in which it often occurs (Awortwe-Abban: 2009). In this case, individuals or young people may be able to engage themselves in different undertakings whereby, they can be able to discover, consider and at the same time evaluate possible likely changes in their ways of doing things. This concept of skill is applicable to this research study mainly because without provision of proper and adequate skills such as technical skills, business skills and many other skills to young people, entering the labour market could be difficult. This could also be a hindrance to labour supply in any labour market and self-employment opportunities per se. thus, many opportunities could remain idle and untapped mainly not b ecause of restrictions but due of lack of skills desired in the labour market. 2.2.3 Competence This concept of competence refers to a certain level of standardized requirement for an individual to practically perform a specific occupation or a task in a world of work. However, competencies are often judged as a combination of knowledge and skills required for an individual to perform a specific role adequately and professionally (Raven and Stephenson: 2001). This concept is applicable in this research study because, it is part of the training output acquired during the period of career training from vocational training institutions. And once young people are not given chance to learn some of the desired competences which would make them ready to be self-employed, they can always remain unemployed and dependants on the existing employers of the formal sector and informal sector. According to Eraut (2003), competence is defined as; the ability of individuals to perform errands and roles necessary and obligatory to the expected standards while Mandon et al (1998) admittedly, pointed out that, competence refers to the capacity of a person to do something. It should however be noted that competence is viewed as being holistic because it is comprised of the subject matter of knowledge, abilities and qualities of doing work or any activity in a diverse manner. However, for purposes of this study, the concept of competence could imply as the capability to apply knowledge and skills in practice. In this case, lack of vocational based training competencies could hinder the economic journeys that young people make to start self-employment in a tight in labour market. In other words, why the very people who are prepared for self-employment find it so cumbersome join the labour market. In this case, the research findings will provide suitable answers to such alarming is sues. 2.2.4 Self-employment From economic perspective, self-employment is a form of economic activity that provides the opportunity for individuals to improve their quality of life and/or for exploring creative entrepreneurial opportunities (Bryson and White: 1996). They argue that self-employment especially among the young people is considered mostly to be economically vulnerable and this could be a result of lack of improved economic policies and programmes that promote and facilitate self- employment amongst the young people through the provision of access to credit and business development services, networking as well as other forms of support. The young people consider self-employment as their best preference. This is based on the competencies they are given from the training which also allows them to venture into new small economic activities or entrepreneurial activities . There is also a range of motivating factors such as; the desire for self-expression and independence (Bryson and White: 1996 ). The purpose of self-employment as a concept in this study is to address the journeys and transitions that young people take in order to start their own employment that is related to their professions, skills and competences they possess as VET graduates. Despite the fact that, all VET young graduates are trained to be in specific occupations many fail to become self-employed rapidly. This will be evidenced in the subsequent chapters. 2.2.5 Wage employment This is a form of employment where a person receives wages in return for selling his/her own labour. Wage employment also occurs in both the formal and informal economy. Blanchflower (2000) pointed out that, many young people start out in wage employment and switch to self-employment at some point in their career. this could be a reason of financial constraints and it happens when your entrepreneurs wants to build up savings in their first job/employment. The difference of wage employment and self-employment is that wage employment involves less risks than self-employment in the labour market. 2.3 Transition from school-to-work/ labour market Conceptually, the transition from school-to-work is considered as a new development which is associated with change of life in development. In addition to that, it is also seen as a period where by individuals leave formal education and join the labour market. This form of transition takes place at any level of education. The school-to-work agenda gives chance to a number of long standing issues concerning schooling, employment creation and training programmes. These issues are now seen as part of a distinct practice and process. According to (OECD, 1998) the transition from school to work is defined as that period between the end of compulsory education and accomplishment of steady employment opportunity. The success of transition from school-to-work for young people highly depend on how such young people are able to secure economic activities and any other form of employment occupation in world of work that is gainful, which is the principal aim for young people when they finish formal education. For the case of developing countries like Rwanda respectively, the possibilities of employment opportunities are largely embedded in the informal sector, which is predominant in the labour market of Rwanda and this is because there are few opportunities in the formal sector of the economy (Nwuke: 2002). The young people often desire to be helped in taking helpful actions when they are to discover how to make satisfying lives on their own sake. In this case, the school-to-work transition for young people requires steady forms of mentoring and apprenticeship programs to become the core practices in the whole process which pertains school-to-work- transition in the labour market. Active labour market policies can also play an essential role in facilitating the transition school to the world of work. These policies mainly include formal employment and self-employment policies (Higgins, 2001: 110). The relevance of such policies is that they play an imperative role by incorporating the needy young people who fails to be absorbed into the labour market with some skills which enables young people to be more active. Such policies would include individuals capabilities. Blackely, (1990) pointed out that, such policies can facilitate the process of economic journeys by leading to programmes which makes economic journeys for young people successful and productive. 2.4 Determinants of self-employment for the young people Different factors determine self-employment outcomes for young people in both formal and informal sectors in developing countries. For self-employment to prevail in any economic situation, the following factors seem to be crucial: Access to credit and business development services such as basic business skills, business experience and availability of market opportunities play a fundamental role in the establishment and exploitation of gainful employment to young people (Chigunta et al. 2002: 25). Access to finances is a decisive factor for the creation of self-employment to the young people. However, young men and women often faced with the general lack to access credit in order to start their own entrepreneurial businesses and often they do not have collateral securities to have access to credits from formal financial institutions.
